Compliance Manager 

 

Position Summary 

 

Elite Personal Care (EPC) is a growing waiver service organization providing home- and community-based services, including Structured Family Caregiving, to individuals who require support to live safely and successfully in their homes and communities. 

We are seeking an experienced, highly analytical, detail-oriented, and compliance-driven Compliance Manager to oversee the organization’s regulatory compliance program in a highly regulated Medicaid waiver environment. This position requires exceptional hands-on knowledge of Indiana Bureau of Developmental Services (BDS) requirements, CARF accreditation standards, Indiana Medicaid HCBS requirements, waiver-provider regulations, quality assurance, and regulatory survey readiness. 

 

The Compliance Manager will be responsible for developing, implementing, monitoring, and continuously improving EPC’s compliance systems. This individual will serve as a primary subject matter expert and internal resource for BDS, CARF, Medicaid, waiver, and other applicable regulatory requirements, ensuring that policies, documentation, personnel practices, service-delivery processes, and quality systems remain compliant and audit-ready. 

 

The Compliance Manager will work closely with Executive Leadership, HR, Clinical, Operations, Scheduling, Billing, and other departments to identify risks, conduct internal audits, investigate concerns, develop corrective actions plans, monitor remediation, and maintain a culture of continuous compliance and quality.  

Key Responsibilities 

 

Compliance Program Leadership 

 

• Lead and oversee EPC’s organization-wide compliance program for Medicaid waiver and HCBS services. 

• Develop, maintain, and continuously improve compliance policies, procedures, controls, monitoring tools, and internal audit processes. 

• Serve as the primary internal subject matter expert for BDS, CARF, Indiana Medicaid HCBS, waiver, and applicable state and federal compliance requirements. 

Establish compliance priorities, monitoring schedules, internal controls, and reporting processes in collaboration with Executive Leadership. 

Identify emerging regulatory risks and communicate their operational impact to leadership. 

 

BDS & Indiana Waiver Compliance 

 

Maintain exceptional working knowledge of Indiana BDS requirements, DDARS policies, HCBS waiver standards, and applicable Indiana Administrative Code requirements. 

Monitor compliance with requirements applicable to EPC’s waiver programs and services, including Structured Family Caregiving. 

Maintain awareness of changes issued by FSSA, BDS/DDARS, OMPP, IHCP, managed-care entities, and other applicable regulatory authorities. 

• Ensure required provider, employee, caregiver, participant, service, and operational documentation is maintained and readily available. 

• Coordinate responses to BDS reviews, provider monitoring, regulatory requests, and other compliance inquiries. 

• Track findings, deficiencies, corrective actions, due dates, responsible parties, and completion status. 

 

CARF Accreditation & Survey Readiness 

 

Maintain a strong working knowledge of CARF accreditation standards applicable to EPC’s services and operations. 

• Serve as a primary organizational resource for CARF accreditation readiness, documentation, evidence collection, and survey preparation. 

• Develop and maintain systems that keep EPC continuously survey-ready rather than preparing only immediately before an accreditation survey. 

• Conduct routine internal reviews against applicable CARF standards and identify gaps before they become survey findings. 

• Coordinate collection and organization of policies, procedures, records, performance data, quality-improvement documentation, personnel documentation, and other evidence required for accreditation. 

• Coordinate responses to CARF findings, recommendations, and corrective action requirements and monitor completion. 

 

Audits, Monitoring & Quality Assurance 

 

• Develop and execute a comprehensive internal audit and compliance-monitoring schedule. 

• Conduct routine audits of personnel files, service documentation, participant records, training records, credentials, policies, incident documentation, and other areas of regulatory risk. 

• Document findings clearly, assign corrective actions, establish deadlines, and monitor remediation through completion. 

• Conduct follow-up audits to verify that corrective actions were effective and sustainable. 

• Prepare compliance dashboards, reports, trend analyses, and recommendations for Executive Leadership. 

 

Regulatory Surveys, Audits & Investigations 

 

Coordinate EPC’s preparation for BDS reviews, CARF surveys, Medicaid audits, payer audits, state reviews, and other regulatory inspections. 

• Serve as a central point of coordination for compliance-related document requests and survey preparation. 

• Organize and maintain audit-ready records and evidence. 

Assist with or lead internal investigations involving allegations of policy violations, regulatory noncompliance, abuse or neglect concerns, documentation deficiencies, or other compliance matters, as appropriate. 

• Ensure regulatory findings are communicated to the appropriate leaders and corrective actions are completed within required timeframes. 

 

Policies, Procedures & Regulatory Updates 

 

• Develop, review, update, and maintain compliance policies and procedures to reflect current regulatory and accreditation requirements. 

Monitor regulatory and accreditation changes and evaluate their impact on EPC operations. 

• Translate complex regulatory requirements into practical policies, workflows, checklists, and staff expectations. 

Maintain version control and documentation demonstrating that required policies and procedures are current and implemented. 

 

Training & Compliance Education 

 

• Develop and coordinate compliance education for employees, caregivers, supervisors, and leadership. 

• Provide training regarding BDS requirements, CARF expectations, waiver compliance, documentation standards, participant rights, incident reporting, confidentiality, and agency policies. 

Monitor completion of required compliance training and maintain appropriate documentation. 

Identify recurring compliance deficiencies and recommend targeted education or retraining. 

 

Incident Management & Risk Reduction 

 

Monitor compliance-related incidents, complaints, grievances, reportable events, and other identified risks. 

• Ensure incidents are routed, documented, investigated, escalated, and resolved according to applicable requirements and agency policy. 

• Analyze incident trends to identify opportunities for prevention and system improvement. 

• Partner with Clinical, Operations, HR, and leadership to develop and monitor risk-reduction strategies. 

 

Cross Departmental Collaboration 

 

Work closely with HR to ensure personnel practices and employee files meet BDS, CARF, Medicaid, waiver, and agency requirements. 

• Partner with Clinical and Operations to ensure service-delivery practices and documentation meet applicable standards. 

• Collaborate with Billing and other administrative departments to identify compliance risks that may affect claims, documentation, or service delivery. 

• Provide leadership with timely escalation of significant compliance concerns. 

 

Required Qualifications 

 

• Minimum of 5 years of progressive compliance, quality assurance, healthcare operations, regulatory, or related experience in a highly regulated healthcare or human-services environment. 

Demonstrated, hands-on experience with Indiana Bureau of Developmental Services (BDS) requirements, provider standards, reviews, and compliance processes. 

Demonstrated, hands-on experience with CARF accreditation standards, survey preparation, evidence management, corrective actions, and ongoing accreditation readiness. 

Significant experience with Indiana Medicaid HCBS waiver services and waiver-provider regulatory requirements. 

Previous experience with Structured Family Caregiving and/or other Indiana waiver services strongly preferred. 

• Experience conducting internal audits, compliance reviews, quality assurance activities, and corrective action plans. 

• Experience preparing organizations for regulatory surveys, accreditation surveys, Medicaid audits, BDS reviews, or similar external reviews. 

• Strong understanding of Indiana Administrative Code, FSSA/BDS/DDARS policies, Medicaid requirements, and applicable provider standards. 

• Exceptional attention to detail and ability to identify subtle compliance deficiencies and systemic risks. 

• Strong analytical, investigative, organizational, communication, and problem-solving skills. 

• Ability to maintain confidentiality and exercise sound judgment when handling sensitive participant, employee, and organizational information. 

 

Preferred Qualifications 

 

Bachelor’s degree in Healthcare Administration, Business Administration, Compliance, Public Health, Human Services, or a related field. 

• Professional compliance, quality, healthcare, or accreditation certification. 

Previous experience leading a CARF accreditation cycle from preparation through survey response and corrective action. 

Previous experience directly managing BDS provider reviews, monitoring, or corrective action processes. 

• Experience developing organization-wide compliance programs, audit schedules, dashboards, and quality-improvement systems. 

• Experience with multiple Indiana Medicaid waiver programs, including CIH, Family Supports, Health & Wellness, PathWays, TBI, or related services. 

• Experience working with Structured Family Caregiving and other HCBS service models.

The Compliance Manager is expected to maintain a high level of professionalism, independence, accountability, confidentiality, and regulatory awareness. This position requires an individual who is comfortable challenging processes when necessary, asking difficult compliance questions, identifying risk before it becomes a finding, and holding departments accountable for timely corrective action. 

The successful candidate must be able to operate as a trusted compliance partner to leadership while maintaining sufficient independence to identify and escalate concerns. Because EPC operates in a highly regulated waiver-services environment, the Compliance Manager must remain current with BDS, CARF, Medicaid, waiver, and other applicable requirements and maintain the organization in a continuous state of audit and survey readiness.
